I have the honour to acknowledge the receipt of

your letter No.23434 of 10th instant covering a copy of

a despatch dated 4th June 1901 from Sir H. Blake, in which

he complains that the men sent out by us for the Water

Police of Hong Kong, were not recruited from candidates

recommended by the Naval Employment Agency.

In reply I have to enclose copies of a correspondence which we have had with the Colonial Government on

this subject from which you will see that we have already

explained to the Colonial Government the difficulties we experienced in endeavouring to carry out their wishes in

this respect.

We made every effort to get men from the Naval

Employment Agency, and in addition to the correspondence,

spoke to Commander Kinder personally on the matter, and as

we reported the result in our letter of 4th April, we do

not understand why Sir H. Blake considers that we committed

a wide departure from his instructions.
